North Korea has frequently suffered from extreme agricultural crop droughts, which have led to food shortages, according to the Food and Agriculture Organization (FAO). The increasing frequency of extreme droughts, due to global warming and climate change, has increased the importance of enhancing the national capacity for drought management. Historically, a meteorological drought index based on data collected from weather stations has been widely used. But it has limitations in terms of the distribution of weather stations and the spatial pattern of drought impacts. Satellite-based data can be obtained with the same accuracy and at regular intervals, and is useful for long-term change analysis and environmental monitoring and wide area access in time and space. The Evaporative Stress Index (ESI), a satellite-based drought index using the ratio of potential and actual evaporation, is being used to detect drought response as a index of the droughts occurring rapidly over short periods of time. It is more accurate and provides faster analysis of drought conditions compared to the Standardized Precipitation Index (SPI), and the Palmer Drought Severity Index (PDSI). In this study, we analyze drought events during 2015-2017 in North Korea using the ESI satellite-based drought index to determine drought response by comparing with it with the SPI and SPEI drought indices.
A Study on the Estimation Methods of Nonpoint Pollutant Unit Load - Focus on Nonpoint Pollutant Unit Load in Paddy Field -

In order to preserve water environment, Total Maximum Daily Load(TMDL) is used to manage the total amount of pollutant from various sources, and the annual average load of source is calculated by the unit load method. Determination of the unit load requires reliable data accumulation and analysis based on a reasonable estimation method. In this study, we propose a revised unit load estimation method by analyzing the unit load calculation procedure of National Institute of Environment Research(NIER) method. Both methods were tested using observed runoff ratio and water quality data of rice paddy fields. The estimated values with the respective NIER and revised NIER methods were highly correlated each other. However, the Event Mean Concentration(EMC) and the runoff ratio considered in the NIER method appeared to be influenced by rainfall classes, and the difference in unit load increases as the runoff and EMC increase. The error can be further increased when the EMC and runoff ratio are changed according to changes in rainfall patterns by climate change and change of agricultural activities. Therefore, it is recommended to calculate unit load by applying the revised NIER method reflecting the non point pollution runoff characteristics for different rainfall classes.
Characteristics of Uplift Capacity of a Embedded Foundation and Soil Type

In this study, we evaluated the applicability of proper embedded depth of fillings by examining the uplift resistance using spiral foundation and top base foundation. As a result of the model test, the maximum uplift resistance increased with the embedded depth. The maximum uplift resistance of each region was found to be 50cm depth. The spiral foundation was 335.14N of Sancheong, 312.32N of Seongju, 403.94N of Wanju, and the top base foundation was 745.06N of Sancheong, 1028.82N of Seongju and 950.76N of Wanju. The yield point after the elastic section in the stress-displacement graph of the top base foundation was calculated as the maximum uplift resistance. For this reason, farmers do not actually use top bases foundation. Therefore, it was considered that the additional load increase due to slip connector will not occur. Model test results show that the maximum uplift resistance increases with the purlinss installed under the ground. Therefore, additional comparative studies through purlins installation will be needed.
Evaluation of Impact Energy Absorption Characteristics of Flexible Sand Asphalt Pavement for Pedestrian Way

More than 90% of roadway in the world are paved as asphalt concrete pavement due to its excellent properties compared with other paving materials; excellent riding quality, flexibility, anti-icing property and easy maintenance-ability. In this study, to make best use of the softer property of the asphalt mixture, the flexible sand asphalt mixture (FSAM) was developed for pedestrian ways. The mix design was conducted to prepare FSAM using PG64-22 asphalt, screenings (sand) less than 5㎜, crumb rubber, hydrated lime and limestone powder without coarse aggregate. The deformation strength (SD), indirect tensile strength (ITS) and tensile strength ratio (TSR) tests were conducted to make sure durability of FSAM performance. The impact energy absorption and flexibility were measured by drop-boll test and the resilient modulus (MR) test. The impact energy absorption of FSAM was compared with normal asphalt pavement, concrete pavement, stone and concrete block for pedestrian way. As a result of drop-boll test, FSAM showed higher impact energy absorption compared with other paving materials with the range of 18% to 43%. Impact energy absorption of FSAM increased with increasing test temperature from 5 to 40℃. The results of MR test at 5℃ showed that the flexibility of FSPA was increased further, because the MR value of the sand asphalt was measured to be 38% lower than normal dense-graded asphalt mixture (WC-1). Therefore, it was concluded that the FSAM could provide a high impact absorbing characteristics, which would improve walking quality of the pedestrian ways.
Feasibility of Estimating Rut Resistance of SMA Mixture by Static Loading Test Using Confined Specimen

It is well-known fact that the stone-mastic asphalt (SMA) mixture has shown superior rut resistance, compared with the dense-graded asphalt (DGA) mixture in highway pavements. However, the SMA is measured to be inferior to DGA mixes when tested by well-known high-temperature test methods, such as the wheel tracking (WT), asphalt pavement analyzer, the Marshall Stability and Kim Test. Therefore, this study examined the reasons why it was measured to be inferior, and devised a potential procedure by which the superiority of SMA could be measured at 60℃. The strength against deformation (SD), which was known to show very high correlation with WT results for DGA mixes, was measured by the Kim Test on the specimen confined in the compacted mold. In standard Kim Test, which used the specimen without confinement, the DGA was measured to show higher SD than the SMA. But by confining specimen, it was found that the SD of SMA was measured to be higher than that of DGA. Therefore, the confined static test protocol devised in this study was found to be feasible for evaluating rut resistance of SMA mix.
Recognition and Visualization of Crack on Concrete Wall using Deep Learning and Transfer Learning

Although crack on concrete exists from its early formation, crack requires attention as it affects stiffness of structure and can lead demolition of structure as it grows. Detecting cracks on concrete is needed to take action prior to performance degradation of structure, and deep learning can be utilized for it. In this study, transfer learning, one of the deep learning techniques, was used to detect the crack, as the amount of crack’s image data was limited. Pre-trained Inception-v3 was applied as a base model for the transfer learning. Web scrapping was utilized to fetch images of concrete wall with or without crack from web. In the recognition of crack, image post-process including changing size or removing color were applied. In the visualization of crack, source images divided into 30px, 50px or 100px size were used as input data, and different numbers of input data per category were applied for each case. With the results of visualized crack image, false positive and false negative errors were examined. Highest accuracy for the recognizing crack was achieved when the source images were adjusted into 224px size under gray-scale. In visualization, the result using 50 data per category under 100px interval size showed the smallest error. With regard to the false positive error, the best result was obtained using 400 data per category, and regarding to the false negative error, the case using 50 data per category showed the best result.
Pollutants Classification based on Trend Analysis and Assessment of Water Pollutants Achievement in Subbasins of Han River Basin

The objectives of this study were to analyze trends of water pollutants and to evaluate the achievement of water quality standards by subbasins in the Han River. The trends of 40 water pollutants at 232 water quality measurement points were analyzed. Chemical oxygen demand (COD), Total organic carbon (TOC), Total coliforms (TC), et cetera were found to be worsening trend. For evaluation of achievement, we evaluated water quality arithmetic mean with river environment standards and human health standards at representative points of the subbasin. Biochemical oxygen demand (BOD), TOC, Total phosphorus (T-P), Fecal coliforms (FC), TC exceeded water quality standards, and water quality of human health standards was all satisfied. So, we prioritized pollutants. If pollutants exceed water quality standards or were worse, they were classified first pollutants. Although BOD and T-P are first pollutants because of water quality standards excess, they are continuously improved. Also, it is better to maintain current status because water quality management system of BOD and T-P is well prepared. Meanwhile, TOC, TC, and FC exceed water quality standards. Furthermore, they were worse gradually, but there is a lack of management systems such as water quality standards of the effluence facilities. Therefore, it is necessary to supplement the system. The results of this study can be used as primary data for the establishment of water quality standards and selection of management pollutants.
Assessment of the Historical Variability of Meteorological Drought in Bangladesh

Drought is the recurrent natural disasters which harshly affect agricultural production and society in various parts in Bangladesh. Information on the spatiotemporal variability of drought events plays a vital role to take necessary action towards drought mitigation and sustainable development. This study aims to analyze the spatial and temporal variation of meteorological drought in Bangladesh during 1981-2015 using Effective Drought Index (EDI). Monthly precipitation data for 36 years (1980-2015) were obtained from 27 meteorological stations. Drought frequency (DF) and areal extent of drought were considered to investigate the spatiotemporal structure of drought. The DF analysis showed that the northern, southwestern and central regions of the country are comparatively vulnerable to meteorological drought. The frequency of drought in all categories has considerably increased during the recent five years from 2011 to 2015. Furthermore, the most significant increasing trend of the drought-affected area was found over the central region especially for pre-monsoon (March-May) season during this period while the decreasing trend of the affected area was found within the eastern region during the study period. To prevent and mitigate the damages of drought disasters in Bangladesh, agricultural and government managers should pay more attention to those regional drought events that occur in pre-monsoon season. The outcome of the present study can be used as explanatory data in building the strategies to drought monitoring and mitigation activities in Bangladesh.
An Economical Analysis on Fuel Switching Model of Coal Power Plant using Herbaceous Biomass
The project to utilize kenaf as thermal power plant fuel has a positive effect on the unused energy utilization, greenhouse gas reduction, and farm income. However, it is analyzed that it is difficult to secure economical efficiency because the fuel cost of kenaf is higher than that of power by thermal power plant and Renewable Energy Certification (REC). The project of power generation using kenaf is meet the government’s major policies, while government support is essential for securing economical efficiency. As a result of the sensitivity analysis on the ratio of the government subsidies, to secure economical efficiency, the power generation prices using kenaf through the direct financial support of the government indicate that 47% and 76% of kenaf fuel cost are supported by government in case of the Saemangeum reclamation and Gangneung-si, respectively. In the case of the government indirect policy support, if kenaf is included as a renewable energy source of Renewable Energy Portfolio Standard and REC is granted, the economic efficiency of Saemangeum reclamation and Gangneung-si is obtained when REC secured at 1.05 or more and 2.43 or more, respectively. The results of this study are meaningful in that the direct and indirect effects of the government on the development of the herbaceous energy crop, kenaf, were evaluated economically.
These results are to suggest the need for demonstration study, but economics analyze and evaluate are necessary based on operational data through the demonstration phase in the future.
Study on Selection Criteria of Small-Scales Reservoirs for Emergency Action Plan(EAP) Establishment
This study developed selection criteria of small-scales reservoirs, having under 300,000㎥ storage capacity, for the Emergency Action Plan(EAP) establishment in order to reduce the disaster risks of the reservoir’s failures. Those reservoirs are out of ranges of Korean EAP establishment standard, but have potential risk of disasters as they have often failed by the recent extreme rainfall events and earthquakes, causing economical and life losses. The problem of reservoir aging is also one of the reasons of them. In this study, the developed selection criteria of small reservoirs for EAP establishment are storage capacity, embankment height, reservoir age, heavy rain factor and earthquake factor. These criteria were selected based on the review of the existing EAP establishment guidelines, analysis of the past dam failure cases, and the previous related studies. The quantification of these criteria were conducted for the practical applications in the fields, and applied to 67 previous failures in order to investigate the relation of each criteria with these failures. The earthquake factor found to be the highest relations followed by heavy rain factors, combination of earthquake and heavy rain factors, and reservoir age. The classification was made as observation and review groups for EAP establishments based on overlapping numbers of each criteria. This classifications applied to 354 reservoirs designated as having the potential disaster risk by MOIS, and showed 38.4% of observation and 11.9% of review groups. Anticipatory monitoring and regular inspection should be made by professional facility managers for the observation group, and necessity of EAP establishment should be assessed for the review group based on the downstream status and financial budget.
