The Code of Research Ethics for Journals of the Society (hereinafter "Code of Ethics") is defining the research ethics to be followed in the process of publishing the Journal of the Korean Society of Agricultural Engineers(hereinafter "Journals") by the Corporation Korean Society of Agricultural Engineers (hereinafter "Society"), and includes the information on organizational construct and operation to regulate research misconducts as well as the regulatory measures on research misconducts.
Article 1 (Purpose) The Codes aim at preventing research misconducts in the process of publication of the Journals of the Society in advance and at establishing research ethics and truthfulness.
Article 2 (Social responsibility) The author(s) of the paper shall carry out responsible research and intellectual activity, and shall recognize that he or she has the responsibility to contribute to human welfare, quality of life and environmental conservation.
Article 3 (Basic research ethics) The author(s) of the paper shall recognize that the requirements for securing the reliability of research results are the research honesty, truthfulness and accuracy in research activities, and shall pursue these basic principles in carrying out all research activities including proposals, planning, performance and reporting results. In particular, the author(s) of the paper shall reject the misconducts such as counterfeiting, tampering, plagiarism and duplicate publication.
Article 4 (Principle of universality) The author(s) of the paper shall not be discriminated against race, sex, religion, educational background etc., and have equal rights and obligations.
Article 5 (Compliance with laws) The author(s) of the paper shall faithfully observe the regulations laid down by relevant laws, the norms prescribed by the code of ethics, and the principles that are internationally accepted in the whole process of research and intellectual activities.
Article 6 (Respect for study targets) When dealing with the natural environment, the author(s) of the paper shall contribute to the promotion of human welfare by awareness of the importance of conservation and protection of the environment.
Article 7 (Education of research ethics) The head of research and intellectual activity is under the obligation to educate the authors so that they may diligently practise this Code of Ethics.
Article 8 (Purpose) The Research Ethics Committee (hereinafter the Committee) shall be formed for the sake of compliance with research ethics and preventing misconducts in publishing the Journals.
Article 9 (Members ) The Committee shall consist of nine (9) members, namely, president of the Society, chairperson of the Committee of Compilation & Publication, five (5) chairpersons Heads of expert committees, an executive officer and an commissioned member.The Chairperson of Research Ethics Committee (hereinafter Chairperson) shall be president of the Society, however, the chairperson of the Compilation and Publication can replace the Chairperson in the absence of the President. The Chairperson shall nominate the commissioned member.
Article 10 (Function) The Committee shall revise the provisions regarding investigation, standards, discipline, follow-up treatment, prevention and education, and informant protection and maintenance of their confidentiality of research misconducts about the results related to the research papers submitted and published and the researches requested to the Committee as well as deliberate and resolve the relevant issues
.Article 11 (Operation) In the case of occurrence of whistleblowing and related matters, the Chairperson shall perform deliberation and resolution on the matters by convening the Committee. If there is a need to get the advice on the relevant research field where research misconduct has occurred, the advice may be attained by forming an advisory committee consisting of five experts or less in the relevant field while excluding the persons who have conflicts of interest with the whistleblowing and related matters from the configuration of advisory committee.
Article 12 (Rights) The Committee may request the attendance and submission of evidence for the statement to the informant, suspect, witnesses and testifier in the deliberation process, and the informant, suspect, witnesses and testifier must comply.
Article 13 (Forgery-modulation) The acts of forgery to make data which are either non-existing or fake, and the acts of modulation to artificially manipulate the research process etc. and to deliberately modify or delete data shall not be allowed.
Article 14 (Plagiarizing others) The acts of plagiarism are not allowed in any case. Plagiarism means to use the unique content of someone else's writing which are not general knowledge as if it were plagiarist's material without approval of the original author, whether intentionally or unintentionally, without revealing the source. The targets of plagiarism are unique thought contained in the works of others (idea), unique expression (word, phrase, clause, sentence, graph, charts, drawings, photos, etc.), research ideas (hypotheses) or methods (analysis system or logics), theory and research results, data, research materials and more.
Article 15 (Self-plagiarism) Self-plagiarism falls under minor plagiarism, which is an act outside ethical research practices. Even in the case of their own work, using all or part of it again as if it were new without revealing its sources properly also falls under plagiarism. In addition, even if the author(s) indicated the sources, it may also corresponds to plagiarism if he or she does not cite consistently with the range of reasonable fair practices.
Article 16 (Duplicate publication and dual-publication) The author(s) shall not attempt to post or publish his or her own works previously published domestically or overseas (including the works scheduled for publication or under review) as new research works. In the case of wanting to publish the already published research works, the author shall provide the Committee of Compilation & Publication with the information on the previous publications, and confirm whether they shall constitute duplicate publication or dual-publication.
Article 17 (Recognition of author achievements) The author(s) shall be responsible and recognized for his achievement only for his own research actually he conducted or contributed. The order of authors in the paper shall reflect the level of contribution to a research. Whereas it also can not be justified not to be recorded as a co-author despite the contribution to research or writing.
Article 18 (Indication of citations and references) In the case of quoting the published articles, The author(s) must describe it accurately with the sources unless the materials are disclosed to the public. In the case of citing the writings or borrowing (referencing) the ideas of others, The author(s) must disclose the citations and references through footnotes.
Article 19 (Responsibility of the Committee of Compilation & Publication), The Committee shall be responsible for deciding publication of submitted papers after reviewing of them and must respect the independence and personality of the author.
Article 20 (Fairness of the Committee of Compilation & Publication) The Committee shall handle the papers submitted for the purpose of being published on journals with fairness based only on the quality and contribution provisions of articles regardless of sex, age, institution of the author as well as any prejudice or personal acquaintance.
Article 21 (Objectivity of selection of the reviewers) The Committee shall refer the evaluation of the submitted papers to the reviewers with expertise and fair judgment in pertinent field. When requesting the evaluation, The author(s) shall give efforts to avoid the Committee who are in acquaintance with or hostile to the author(s) so that the objective evaluation can be made. However, the reviewers belonging to the same institution as the author(s) shall be excluded from the reviewers.
Article 22 (Non-disclosure in the process of screening paper) The Committee shall not disclose author-related things or the contents of papers to anyone other than the reviewers until the publication of submitted papers is determined.
Article 23 (Responsibility of evaluating papers) The reviewers shall evaluate the papers referred by the Committee diligently within a certain period of time and shall notify the results to the Committee. If it is determined that a reviewer is not a right person to assess the paper, he or she shall notify it to the Committee. without delay.
Article 24 (Objectivity of paper review) The reviewers shall evaluate the papers fairly based on objective criteria. The reviewers shall not undervalue the papers without a well-founded ground or eliminate a paper because it does not match their own perspective or interpretation.
Article 25 (Validity of paper review) The reviewers shall respect the personality and independence of the author as a professional. The reviewers shall reveal their judgments on paper assessment in evaluation statement, and shall explain the reasons in detail for the part that is thought to need to be complemented.
Article 26 (Non-disclosure of paper review and prohibition of advanced citation) The reviewers must keep confidentiality about the paper under evaluation. It is not desirable to show the paper to others or discuss the content of the paper with others unless the author(s) wants to get specific advise from them for the evaluation of paper. In addition, the reviewers shall not cite the content(s) of the paper before publication of the Journal where the paper will be published without the content(s) of the author(s).
Article 27 (Confirmation of research misconducts of submitted paper) In order to prevent the misconduct of the papers submitted to the Journal, the reviewers shall confirm the research misconducts of submitted paper by leveraging the paper plagiarism prevention system, then return the paper once research misconducts has been confirmed
.Article 28 (Confirmation of research misconducts of published paper) Once the whistleblowing on research misconducts and the research misconducts have been confirmed, the Committee of Compilation and Publication shall finally confirm the validity of research misconducts by collecting the relevant data.
Article 29 (Deliberation and resolution on research misconducts) The Committee of Compilation and Publication shall request the Head a deliberation by reporting the relevant information on the final agenda of confirmed research misconducts. The Committee shall proceed the deliberation on the relevant information with more than two-thirds of the members present, and determine research misconducts by the agreement of two-thirds vote by the members present and determine the sanctions for misconducts. The Committee shall inform the relevant author(s) of the details of deliberation by the Committee and the reasons for it.
Article 30 (Appeals) The author(s) determined to have performed research misconducts may appeal in writing only once within three (3) months from the date of notification if the author(s) appeals against the deliberation of the Committee.
Article 31 (Re-deliberation) The Committee shall review the deliberation content again that was appealed by the author(s) who were determined to have performed research misconducts and notify the results to the author(s).
Article 32 (Confidentiality) The reviewers shall not reveal any details on the informant's identity for research misconducts to outside, and shall not disclose the identity and review content of the author(s) until it is determined that the research misconducts are unfounded or until the final decision.
Article 33 (Sanctions) The sanctions against research misconducts shall include warning, limitation of three-year contribution of papers, deprivation of membership, etc.
Article 34 (Follow-up) The Committee shall manage the record of research misconducts and continue to determine whether the sanctions are well carried out.
